
Background Check and Photograph
As part of the licensing process background records checks are conducted by the California Department of Justice and the Federal Bureau of Investigation on all applications. Applicants are required to submit their fingerprints within 45 days of the issuance of a temporary license. Live Scan fingerprinting is available at no cost to the applicant at any CHRB Licensing Office. . You may also have the required photograph taken at no charge at the racing office.
A license is considered “temporary” until fingerprints have been received by the CHRB. Your license will be valid for 3 years, and will generally provide you with free parking and grandstand or clubhouse entry at any racetrack in the state. When it expires, on the last day of your birth month, you may renew it by contacting the CHRB office at your local track. Please note: A fee of $150.00 is required with your license application.
HISA Registration
Once you have your owners license you can fill out the HISA registration form online by clicking on the link. This is important beacause, just as with your owners license, a horse you own a part of can NOT race unless you are registered with HISA.
